The Ward Three Democratic Committee amended the Committee's By-Laws at the March 26, 2009, Committee Meeting.

Current Policy Regarding The Introduction Of Resolutions At Meetings Of The Committee
I. For purposes of this policy, the following definitions will be used.
a) “Resolution” is any proposal for the Committee to adopt a position as to events or occurrences external to the Committee, i.e., matters of public policy, civic or neighborhood interest or concern, or local or federal political activity.
b) “Motion” is any proposal regarding the internal organization or operation of the Committee and its meetings, i.e., to adopt reports, minutes, or agenda, table matters, or close nominations for committee office.
c) “Committee members” means all elected delegates (including Ward 3 State Committee members) and alternates.
d) “Voting members” means all delegates present.
II. All resolutions must be introduced in writing and voting members must have received copies of it prior to a vote on the resolution.
III. Resolutions may come before the Committee for a vote in the following ways:
A. At any regularly scheduled of the Committee, any voting member may introduce a resolution which shall be read to the Committee by the Chair and put on the table until the next regularly scheduled meeting of the Committee, where the Committee may vote on it. Copies of the resolution shall be included in the material mailed to committee members prior to the next regularly scheduled meeting. If copies of the resolution are available for distribution at the meeting where the resolution is introduced, the requirement that it be tabled until the next regularly scheduled meeting may be waived by a three-quarters vote of the voting members.
B. Any committee member may introduce a resolution by sending it to the Chair in time for it to be place on the agenda and included in the materials mailed to committee members of the Committee’s next regularly scheduled meeting, at which meeting the Committee may vote on the resolution.
C. The Executive Committee may, by majority vote, introduce a resolution by placing it on the agenda, and including in the materials mailed to committee members for the Committee’s next regularly scheduled meeting, at which meeting the Committee may vote on the resolution.
D. A standing committee may introduce a resolution by including it in its report and distributing the report to the Committee either by sending the report to the Chair in time for it to be included with the material mailed to committee members prior to the next regularly scheduled meeting or by distributing it at the meeting prior to the vote on the resolution.
IV. Pursuant to section XVIII of the By-Laws, any voting member of the Committee may move, and the Committee may vote to table until the next regularly scheduled meeting any resolution brought to the floor under the procedures set forth in paragraphs B through D above.
V. Nothing herein shall be construed as amending or modifying section XV of the By-Laws.
